The Traverse City Housing Commission operates a PBV program at several properties which attaches vouchers to the apartment unit. These vouchers do not move with the tenants and remain permanently attached to the apartment complex. This means that while individuals and families are living in these units, they are required to pay 30% of their income towards housing expenses (rent & utilities). The remainder of the rent is paid through the Traverse City Housing Commission project-based vouchers.
